From December 13th to 17th, 2021, leaders from every corner of Kenya’s cooperative movement will gather at the iconic Maasai Mara, Keekorok Lodge, for a landmark retreat aimed at thoroughly reviewing the Draft Cooperative Bill 2021. This major event represents a critical milestone in the evolution of Kenya’s cooperative sector, which continues to play a transformative role in the nation’s economic and social development.
The Maasai Mara retreat comes soon after the public validation exercise held on November 30th, 2021. This earlier phase allowed Kenyans, cooperators, and the wider public to examine, critique, and offer input on the proposed bill. Despite the substantial participation, many cooperatives expressed the need for a specialized, sector-focused platform to discuss the bill in detail. The retreat therefore provides an opportunity for every cooperative voice to be heard, especially those who felt overlooked during the national feedback process.
The National Co-operative Policy Operationalization Task Force—established through Gazette Notice No. 10699 on December 16, 2020—has worked tirelessly for months to review Kenya’s cooperative laws, analyze sector gaps, benchmark best practices internationally, and consolidate nationwide feedback. The Task Force has produced a comprehensive Zero Draft Report, which will be presented to the cooperative leaders during the retreat.
The report includes a full legal and policy analysis, operational recommendations, reform proposals, and implementation frameworks designed to modernize and streamline Kenya’s cooperative sector.
The five-day retreat will revolve around the thorough review, critique, and validation of the Zero Draft Report. The aim is to ensure that the Draft Cooperative Bill 2021 aligns with the realities of modern cooperative operations, emerging digital trends, governance expectations, and global cooperative principles.
Once validated by cooperative leaders, the report will be formally presented to the Cabinet Secretary for Agriculture, Livestock, Fisheries, and Cooperatives for submission to the Cabinet, marking the start of the official legislative process.
Hon. Peter Munya, MGH, Cabinet Secretary for Agriculture, Livestock, Fisheries, and Cooperatives, will officiate the event as the chief guest. His involvement underscores the government’s commitment to strengthening cooperative governance, enhancing accountability, and supporting policy reforms that help cooperatives grow sustainably.
Earlier in the year, the cooperative sector held a successful retreat in Amboseli where leaders resolved to reconvene within 90 days to evaluate the National Co-operative Policy operationalization framework and the draft Bill. The Maasai Mara meeting is therefore a direct continuation of that commitment and demonstrates a consistent, structured approach to sector-wide reforms.
During the retreat, leaders will analyze and debate the bill section by section. Key areas expected to spark discussion include:

Many cooperatives face similar challenges—such as regulatory uncertainties, taxation issues, cyber threats, and compliance costs—and the retreat will provide a forum for exchanging practical solutions.
